Terms of Service     Four (4) Years Contract renewable subject to satisfactory performance

Job Purpose    
The Program Officer, Channels, Innovations, R & D is responsible to the Director, BPR & SDS for the development, governance and management of research and innovation functions across all Huduma service delivery channels for optimization of services to meet citizen needs.

Requirements for appointment    
For appointment to this grade, a candidate must have:

•    Cumulative Nine (9) years relevant working experience in Business Process Re-engineering, Customer Experience, Public Service transformation or Research and Development, three (3) of which must have served as a Program Assistant, Channels, Innovations, R & D or in a comparable and relevant position in the Public or Private Sector;
•    Bachelors’ degree in any of the following disciplines; Social Sciences, Science, Business/Public Administration, Project Management, Economics, Statistics or equivalent qualification from a University recognized in Kenya;
•    Masters’ degree in Business Administration, Business/Public Administration, Project Management, Economics, Statistics or equivalent qualification from a University recognized in Kenya;
•    Certificate in Research, Design Thinking or equivalent qualification from a recognized institution;
•    Management Course Certificate lasting four (4) weeks or its equivalent qualification from a recognized Institution;
•    Demonstrates professional competence as reflected in work performance and results; and
•    Meet the requirements of Chapter six (6) of the Constitution of Kenya, 2010.

Key Duties and responsibilities    
1.    Oversee the design and undertaking of the organizational research;
2.    Advise on appropriate channels of service delivery, new approaches, new Customer Products/services and new customer appreciation/retention/loyalty strategies for excellent service delivery;
3.    Define and manage performance of Huduma Service Delivery Channels;
4.    Oversee the prioritization of key innovation projects across the Huduma Service delivery channels;
5.    Oversee the drafting of the organizational innovation strategy in liaison with the relevant stakeholders;
6.    Oversee implementation of recommendations for new service delivery channels and improvements;
7.    Supervise the tracking of the new channels and services to determine the meeting of objectives;
8.    Lead Change Management towards rollout of new Huduma Channels and Innovations;
9.    Coordinate preparation of Huduma Channels reports with analysis of trends; and
10.    Any other duty assigned from time to time.
