Job Group    HK3
Salary Scale    Kshs. 137, 109- 225, 475 p.m
House Allowance     Kshs. 50,000 p.m
Commuter Allowance     Kshs. 20,000 p.m
Leave Allowance     As existing in the Civil Service
Medical Cover     As provided by the Secretariat
Terms of Service     Four (4) Years Contract renewable subject to satisfactory performance

Job Purpose    
The Program Officer, ICT Information Systems will be responsible to the Director, Information, Communication and Technology for coordinating, architect and supervising all activities geared towards development and deployment of Enterprise Information Systems within Huduma Kenya Service Delivery Programme to ensure efficient and effective public service delivery.

Requirements for appointment
1.    Cumulative Nine (9) years relevant working experience in ICT Information Systems, three (3) of which must have served as a Program Assistant, Customer System or  Program Assistant, Business System or in a comparable and relevant position in the public or private sector;
2.    Bachelor’s degree in Computer Science or Information Technology or its equivalent qualification from a University recognized in Kenya;
3.    Master’s Degree in Information Technology OR Master’s Degree in Business Administration OR Master’s Degree in Project Planning and Management its equivalent qualification from a University recognized in Kenya;
4.    ICT Certification in Enterprise Business Applications such as Enterprise Resource Planning, Customer Relationship Management Systems, Database Administration or equivalent qualification;
5.    Certificate in Project Management from a recognized institution;
6.    Management Course Certificate  lasting four (4) weeks or its equivalent qualification from a recognized Institution;
7.    Membership to a relevant ICT professional body in Kenya and in good standing;
8.    Demonstrates professional competence as reflected in work performance and results; and
9.    Meet the requirements of Chapter six (6) of the Constitution of Kenya, 2010.

Key Duties and responsibilities    
1.    Coordinate formulation and administration of Management Information Systems policies, procedures and standards ensuring alignment with Huduma Kenya ICT Strategy;
2.    Coordinate support and maintenance, and management of Enterprise Application Systems;
3.    Coordinating design and development of business process automation geared towards organizational corporate governance;
4.    Coordinate development of Enterprise Information System needs for all channels of service delivery in Huduma Kenya Service Delivery Programme;
5.    Coordinate team activities of Management Information System Personnel; and
6.    Any other duty as may be assigned from time to time.
