Medical Cover     As provided by the Secretariat
Terms of Service     Four (4) Years Contract renewable subject to satisfactory performance

Job Purpose    

The Director, Information Communication Technology will be responsible to the Secretary/CEO  for provision of vision, mission and strategic direction for the Information Communications Technology (ICT) function that enable the Huduma Kenya Service Delivery Programme efficiently and effectively achieve its mandate.

Requirements for appointment    
For appointment to this grade, a candidate must have:

1.    Cumulative Twelve (12) years relevant working experience in Information Communication Technology, three (3) of which must have served as a Program Officer, Information Systems/ ICT Infrastructure and Support or in a comparable and relevant position in the Public or Private Sector; 
2.    Bachelor’s degree in Computer Science or Information Technology or its equivalent qualification from a University recognized in Kenya;
3.    Master’s Degree in Information Technology or Master’s Degree in Business Administration or Master’s Degree in Project Planning and Management or equivalent qualification from a University recognized in Kenya. ;
4.    ICT Certification in Network Technology Solutions, Information Systems Security, Enterprise Applications and Systems or equivalent;
5.    Certificate in Project Management from a recognized institution;
6.     A Certificate in Leadership or its equivalent qualification from a recognized Institution;
7.    Membership to a relevant ICT professional body in Kenya and in good standing;
8.    Demonstrated managerial, administrative and professional competence in work performance and exhibited a thorough understanding of national development policies, goals and objectives and the ability to relate them to realization of the Big 4 agenda; and
9.    Meet the requirements of Chapter six (6) of the Constitution of Kenya, 2010.

Key Duties and responsibilities    
1.    Design and Oversee the ICT Governance Framework for the ICT Division of the Huduma Kenya Program;
2.    Develop and Oversee the Implementation of the ICT Strategy for the Huduma Kenya Program;
3.    Provide vision and leadership for the research, design, acquisition, implementation and support of Information Systems, Applications and ICT infrastructure for the Huduma Kenya Program;
4.    Oversee the preparation of ICT Budgets, Procurement Plans and Work Plans in line with statutory, regulatory and policy requirements;
5.    Oversee the Planning, Organizing, Developing and Implementing ICT Operations for all Channels of Service Delivery;
6.    Oversee the Development of an ICT Security Policy and Strategy; and the Management of Risks Associated with Information and ICT Infrastructure Assets;
7.    Oversee the Recruitment, Development and Retention of the ICT Team/Personnel and Manage the Alignment of Personnel Skills & Capabilities with the Organizational Goals;
8.    Oversee the Establishment of ICT Project, Program and Change Management Frameworks and Capabilities; and
9.    Any other duty as may be assigned by the supervisor from time to time.
