Access to buildings a significant achievement

Legislation seeking to ensure access to buildings by persons with disabilities in Kisumu County appears to have been the most significant by-law passed by the county assembly since its inception in 2013.

The law compels the county executive to develop policies ensuring that any building plan in the county is vetted.

Carolyne Agwanda, who represents the disabled in the county assembly and who sponsored the law,  said, "It dictates the designs of all architectural work in the county to ensure that those who are physically disabled can access every building."

Since it was passed in 2014, the law has taken effect and most buildings in the lakeside city are now accessible, with installed lifts or ramps other than stairs.

There is also the Education Fund Bill, which ensures needy students in the county are given bursaries from the county's kitty to continue learning. So far, Sh75 million has been spent on this initiative.

There have been some controversial motions that have failed to see the light of day due to the feelings they elicited among local residents.
