Sir, I write this letter to inform you that since you took over in 2013, the Government has frustrated hard-working civil servants as far as promotions are concerned.

Many civil servants have stagnated in the same job group, yet their experience and education show they should be promoted.

It is particularly sad that someone with a mere certificate in a given field is awarded job group P and above while someone with a masters degree is languishing between job group L and M.

Your Excellency, is this really fair to these officers? What is the point of asking officers to go to school and improve their academic qualifications if they are frustrated this way?

Sir, I would like to bring to your knowledge that promotions are awarded to those who have godfathers in this country and I request you to order investigations into this matter.

It is unbelievable that someone who is qualified to move to the next job group stays in the same job group for up to 10 years, while those who have godfathers hardly stay in the same job group for years.

The only problem that civil servants have is that whenever they question such issues, one is threatened with the sack, and there is no option but to remain silent.

The Salaries and Remuneration Commission has not addressed disparities in the public service despite several assurances that it was working towards a better service.

Again sir, your administration has been quick to extend terms of senior officers who have attained the age of 60, yet it is clear that officers who have reached that age must retire.

By extending the period of service of someone who is 60 years, the Government is frustrating the efforts of those who are in the waiting list to take over such responsibilities.

I hope you will create time to address these issues.
