Who Killed Uganda’s Police Boss Kaweesi?

Uganda's Assistant Inspector General of Police, the late Andrew Felix Kaweesi

The death of Uganda’s top police cop Andrew Felix Kaweesi continues to rattle feathers and stir machinations within Uganda’s security circles.

Assistant Inspector General of Police Andrew Felix Kaweesi was gunned down on the early morning of 17th March 2017 in Kulambiro, a Kampala suburb.

Eight months after this gruesome murder, formal charges are yet to be presented in the Ugandan courts of law. Only a handful of suspects were arrested and continue to be detained without following the due process of the law.

Initially, the death of this iconic figure in the Uganda Police was quickly attributed to the ADF ragtag rebel outfit allegedly operating in Eastern DRC.

However as tensions within Uganda’s security circles escalate, some security operatives including senior officers in the military, police and intelligence circles are breaking the silence and spilling the facts on some key findings within the investigations carried out

In a confidential note sent to our website and whose authenticity was verified, details have emerged of how the death of Kaweesi might be linked to the inner work of security personnel guarding President Yoweri Museveni.

In corroborated evidence shared by different insider sources, the findings point to the kind of bullets discovered in both Kaweesi and his body guards’ remains that investigators concluded were from specialized weapons held by elite forces.

“The bullets didn’t come from an ordinary AK47 or an ordinary assault riffle,” said the highly placed source. “The bullets were from a special riffle only used in this country by Special Forces Command.”

Another source that preferred anonymity because of the sensitivity of this matter confirmed separately that after examining the cartridges at the scene of murder, investigators concluded that the guns used to kill Kaweesi were of M4 type which are a preserve of the specialized security units, in the case of Uganda, the SFC.

“What we are seeing today, is what we call in Uganda katemba (comic),” the highly placed source said. “To us, it is disgusting to say the least.  This business of using ADF as excuse for all high profile murder cases is simply hoodwinking the populace.”

“The guns used in the murder of comrade Kaweesi are not the type owned by Local defense or ordinary UPDF soldiers or Police or intelligence circles. The weapons used can only be traced to one elite force here in Uganda.”

Another highly placed source wondered why the top leadership in Uganda’s Police force that is privy to the findings has decided to maintain silence. He described the latest accusations and counter accusations as “an act of Hollywood.” “Maybe we could excuse SFC and its leadership if they came up and said their weapons were stolen and used in the act.”

“But we would again ask…. how did these people get into your armory”

In trying to understand why the presidential guard unit would be interested in eliminating Kaweesi, different sources that confirm this story attributed it to internal power struggles within Uganda’s security circles.

Kaweesi might have come off as “too loyal” to the current police chief and therefore as a way of weakening him and sending a message, they eliminated the “blue-eyed” boy.

Pressed further by this website to explain what they mean by power wrangles inside the Uganda security circles, the sources alluded to more previous high levels that have gone unaccounted for but largely linked to the top leadership in Kampala.

“Its difficult for you to understand some of these issues. The murders are planned at the top and sanctioned by the top leadership. How do you explain the death of two former Army commanders, Kazini and Aronda. These were not simple people to die like corporals and no trace of their murders.”

“The same reasons for Kaweesi’s elimination are the very ones behind the death of Aronda, Kazini, Mayombo etc…”

“These are highly planned and executed murders---to cover up responsibility the top leadership pits one security organ against another and the top guy remains Mr Clean.”

Recent media reports in Uganda show an invasion of the Police force by the military allegedly rooting out “rotten” cops that are behind different criminal acts in Uganda.

However, the continued failure to bring to justice those responsible for the death of AIGP Kaweesi raises more questions and continues to be a thorn in Uganda’s security circles.
