Reforms a must before 2012, EU insists

The European Union insists the Grand Coalition Government should implement key reforms ahead of the 2012 General Election.

A EU delegation met President Kibaki Thursday, and urged leaders to fast track reforms and to avert a recurrence of violence.

"What happened in 2007 must not be allowed to recur," said Ms Gunilla Carlsson, the head of the delegation.

Carlsson, who is also Sweden’s Minister for International Development Co-operation, urged politicians to avoid tiffs that could derail reforms.

"There is need for consensus especially on achieving a new constitution," said Carlsson.

She spoke at a news conference after meeting Kibaki at State House.

Carlsson also expressed concern over the failure to set up a local tribunal to try perpetrators of post-election violence.

"The country has no option but co-operate with the International Criminal Court to end impunity," she said.

She also called for adequate protection to witnesses, adding reports indicate some were being intimidated. "We want witnesses to feel secure even while living in their villages. It is the responsibility of the State to protect them," she added.

She said the EU supported efforts led by former UN Secretary-General Kofi Annan to ensure the National Accord is implemented to the letter.

She said Kenya plays an important role in the region, and cannot be allowed to slide back into anarchy.

She also urged the Government to step up conservation efforts, citing the rehabilitation of the Mau Forest.
