MCAs give nod to new security measures

Kisumu, Kenya: The assembly has passed a motion to compel landlords to provide basic information about their tenants in a move aimed at enhanced security.

If this is enacted and becomes law, tenants will be required to give copies of their national identification cards to their landlords as well as inform them of the exact number of people occupying their houses at any given time.

The motion moved by Maurice Anyango Oloo (Ahero) also proposes that tenants furnish their landlords with a certificate of good conduct before occupying the house.

County law enforcement officers will also ensure that landlords have received, from their tenants, references given by registered estate agents before they allow them to occupy residential or business premises.

Presenting his motion, Mr Oloo said these measures are necessary because security has become a major challenge.

“It is common knowledge that these thugs live among us in our houses and environs. Mr Speaker these people are our brothers, sisters and friends,” he said.

Oloo, who two months ago sustained a bullet injury on the thigh after he was attacked by armed robbers at his Ahero home, said the first step toward having a safer county is to know one’s neighbours and anybody staying around your premises.

He said insecurity is a grave matter that requires urgent attention or else the county risks losing economic achievements it has so far made.

Nominated MCA Farida Salim supported the move but said the information should be shared with the landlord and authorities but not among tenants.

“There should be at least three referees who can vouch for the tenant and at least authenticate the information given,” she said adding that a timeline, for when the directive will take effect, should be set.

Acting Speaker Gabriel Ochieng directed the assembly’s liaison and implementation committee to follow up on the matter and ensure it is implemented.

Members also discussed alleged laxity of police in arresting suspected thugs who have been terrorising residents.

Isaiah Onyango (Railways) said police know these assailants and should therefore arrest them.

Mr Onyango proposed the county government establishes a metro police unit to complement the Government’s efforts to fight crime.

Joseph Otiende (South West Kisumu) threatened to table names of the gang terrorising residents.
