Teachers Service Commissionstarts hiring senior county staff

The Teachers Service Commission (TSC) is recruiting another set of senior county officials.

TSC Secretary Gabriel Lengoiboni said interviews to hire deputy county directors and sub-county education officers have kicked off.

"We hope to get the very best staff who can perform the critical functions at the county level," said Mr Lengoiboni.

He said the process aims to empower county offices to effectively discharge teacher management functions, as envisaged in the Constitution.

"This is a major step in the performance of TSC functions at the county level. We devolved most of the functions but we also need more staff," he said.

The DCDs will work under the 47 TSC County Directors. Sub-County education officers will now perform the functions previously undertaken by district education officers.

District education officers performed teacher management functions based on TSC agency contracts.

However, in 2012, TSC revoked the agency in regard to the teacher management functions as per the TSC Act (Cap 212) and legal Notice No 95 of 171. The recruitment is expected to end perceived conflicting roles between the Ministry of Education and TSC at the county level.

TSC deputy county directors are expected to help county directors manage county teachers' affairs.

Currently, the county directors' duties include facilitating the processing of teachers' registration, managing the deployment of teachers in consultation with the headquarters and co-ordinating teacher recruitment.

Intra-County deployments

"These are functions that require someone to assist and step in when the director is committed on other urgent county functions," said Lengoiboni.

Also as part of their duty, TSC directors undertake intra-county deployments to ensure staff balance and maintain a database of all the vacancies for both teachers and secretariat staff.
