Justice Minister Eugene Wamalwa should immediately restart the process of appointing an independent registrar of political parties to ensure free and fair elections. The Kenya national commission on human rights and the institute for education in democracy says the current acts of impunity by politicians and political parties can be checked through strict enforcement of the political parties act by the registrar. The two organizations say the acting registrar of political parties appears reluctant to enforce the law and thus opened a floodgate for indiscipline. Patrick Amimo reports.
