In presenting budget estimates for the financial year 2011/ 2012, treasury then, sought to focus on enhancing the efficiency of government expenditure in view of critical resource limitations and ensuring macro- economic stability... one approach adopted in the budgeting process was the linking of key projects in the budget to the country's economic blue print, vision 2030, in a bid to spur economic growth; but as ktn's Zawadi Mudibo now reports, little has been achieved under the near one trillion budget
