Peter Munya leads governors to meet DP William Ruto

Deputy President William Ruto will meet governors Tuesday to discuss funding of counties and the disputed transfer of functions.

Ruto will host the sixth session of the Intergovernmental Budget and Economic Council (IBEC), the first to be held this year, at his official residence in Karen, Nairobi.

Five key issues among them Division of Revenue Bill 2016-2017, the Budget Policy Statement, transfer of devolved functions and standoff on the second generation formula for sharing revenue at the counties will be discussed.

Council of Governors (CoG) Chairman Peter Munya (Meru) will lead the county bosses to the talks. The status report on debt management is also expected to feature at the talks.

The meeting comes just two days after a showdown between the DP and Munya over the planned merger of Jubilee Coalition affiliate parties.

Munya declared he will not join Jubilee Party and stormed out of a meeting attended by Ruto in his Meru County.

The DP is also facing another rebellion in his backyard, the vocal and outspoken Bomet Governor Isaac Ruto has also publicly maintained that he will not join the party.

Governor Ruto is from the DP's United Republic Party but is associated with the Mashinani Development Party.

Munya indicated in his communication to governors that "The Council's Finance committee chaired by Kakamega governor Wycliffe Oparanya will provide leadership during this meeting on the matters of Division of Revenue and stating the CoG position on the vertical allocation of resources."
