Kaimenyi orders schools to release Form four certificates

NAIROBI, KENYA: The Cabinet Secretary for Education, Prof. Jacob Kaimenyi has directed all Heads of Public Secondary Schools to release with immediate effect, Kenya Certificate of Secondary Examinations (KCSE) Certificates under their custody due to non-payment of fees.

Prof. Kaimenyi made the directive in a Circular to all County Directors of Education and District Education Officers. The Circular, which is dated July 16, 2014, has been copied to the Principal Secretaries of Education, Dr. Belio Kipsang and his Science and Technology counterpart, Prof. Colleta Suda. It has also been copied to the Chairman of the National Education Board, The Secretary of the Teachers Service Commission, Chairpersons of County Education Boards and the Secretary of the Kenya National Examinations Council.

“Pursuant to the Kenya National Examinations Council (KNEC) Act, 2012, certificates issued by KNEC shall not be withheld from candidates by any person or institution,” Prof. Kaimenyi said.

The Cabinet Secretary added that the government has enhanced capitation for secondary school students to take care of tuition and examinations starting from the current financial year as a means of easing the burden of fees payment by parents.

“This implies that the Government will meet the full cost of examination fees for all KCSE candidates in Public Schools from January, 2015, “Prof. Kaimenyi observed adding that no parent will be charged for the same.
