  No. There has never been a need for a Prime Minister in Kenya and the National Accord was a damage control provision. Before considering whether or not to have a parliamentary form of Government, let us first step back and look at the bigger picture, would this have been a need if the 2007 election didn't have that huge hurdle? I think the question should be how to improve the presidential system.

  Yes. There is no need for bipolarity in the Executive. The President should be empowered to head the government and bear the weight of the buck.
