  Did we forget to remove the clause that a president should attain a 25% vote in five of the eight provinces that led to slaughtering of innocent people in 1992, 1997 and 2007? Why allow our regions to break us and not be democractic enough by "ONE MAN ONE VOTE" as we are all equal in persons and not tribe or clan. That clause is anti- democracy and MOI bought it to his advantage.
