| I concur with the author. This so called aid is actually loan that many African countries labour to pay despite the money being misappropriated by government and NGO bureaucrats. What is needed is direct investment which will give locals jobs an thus enable African governments to expand their tax collection base. The tax money can hopefully be vetted locally and thus spur growth and development.
