| Brain drain has had an effect. Competition for PhD scholars around the world is another factor. Lack of adequate research funds coupled with lack of motivation complicate matters. Kenya should rethink the role of higher education and set its priorities. If the constitution is changed to include dual citizenship status, then brain drain will be contained and many Kenyans with PhDs and still working outside our universities will return.
