The Constitutional Bill seeking to establish a local tribunal faced yet another hurdle as MPs, for the second time, absented themselves from the House.
Only eight members were in the House when FT Nyamu (Tetu) alerted temporary Speaker Philip Kaloki of the quorum hitch.
The debate that had received majority backing by those who had been accorded an opportunity to contribute was halted until next Wednesday when it will once again resume.
Motion mover Gitobu Imanyara told The Standard outside Parliament Buildings it was frustrating that MPs have once again snubbed the debate.
"I remain optimistic," he said.
The MP said he expects the Government to consider allocating its parliamentary proceedings’ time to the debate on the Bill.
Before the adjournment of the House Business, MPs Rachael Shebesh, Bonny Khalwale, Mohammed Affey, David Ngugi, Kabando wa Kabando, Nderitu Mureithi and Sheik Dor had differed on whether to pass the Bill.
Shebesh, Ngugi, Mureithi and Dor spoke in support.
Khalwale and Kabando opposed the Bill wondering why Imanyara had changed his mind despite having opposed a similar attempt in February.
