Transitional powers leading to presidential elections will be ready after legislation is enacted by Parliament.
Those privy to the harmonised Kilaguni draft say the Committee of Experts proposed in the sixth schedule, the procedures of presidential election will take one year.
Should Parliament pass the Constitution Bill before the House goes on recess, those procedures could be in place by December next year.
The new Constitution will, however, only become law after it has been promulgated by the President.
Devolved government
PCs will be deployed to other ministries should the devolved Government proposed in the Kilaguni draft be promulgated.
A lawyer who has seen the draft told The Standard that upon holding presidential elections, the Provincial Administration shall stand dissolved.
"The draft proposes that the national government shall restructure itself to accommodate the PCs, DCs and DOs," said the lawyer.
Chiefs, their assistants and village elders could, however, continue serving as may be determined by each regional government or county.
Politicians who had earlier supported the dissolution of the provincial administration convinced masses that chiefs were an integral part of grassroots administration. It would take three years for the regional governments to become operational.
