The highly expected merger of Kenya police and the Administration Police will be implemented after all. The task force on police reforms chaired by Judge (rtd) Phillip Ransley has rejected calls for the merger and instead want a National Policing Council formed with membership from all police formations.
President Kibaki and Prime Minister Raila Odinga received the report today at Harambee House.
The President promised that the recommendations would be implemented to transform the Police Force into a professional and world-class police service. Kibaki also ordered the immediate payment of outstanding allowances for police officers totaling over Sh400 million.
The National Policing Council should be headed by a Permanent Secretary in-charge of police services. It also recommended that the Independent Policing Oversight Authority that investigates all public complaints against the police, be headed by a Judge.
The powerful position of Commissioner of Police will also be scraped. The police service will be headed by an Inspector General while the Administration Police be headed by a Commandant General.
The report recommends that all police officers be prohibited from engaging in businesses that amount to conflict of interest especially matatu and towing businesses.
Other measures to reform the police include the implementation of a medical insurance scheme, improve allowances, housing and changing the policing culture.
Present during the function were Prime Minister Raila Odinga, Internal Security Minister Prof George Saitoti, his assistant Orwa Ojode, Head of Public Service and Secretary to the Cabinet Francis Muthaura, Attorney General Amos Wako, Police Commissioner Mathew Iteere and Administration Police Commandant Kinuthia Mbugua.
