Confusion at the Ministry of Sports and Youth Affairs is apparent from the turf-wars involving the Sports Stadia Management Board and now the Youth Enterprise Development Fund. What is not clear, however, is whether this is the result of internal weaknesses or, as has been claimed by one MP, of a campaign to eject the minister.
Prof Hellen Sambili has come under attack from her two assistant ministers on three occasions over her management style. Now, the Youth Fund board says she is intimidating it by attempting to irregularly reinstate an executive officer they fired for mismanagement, "insubordination" among other offences. Sambili and her supporters, however, allege a plot to depose her in favour of an ODM rival who is closer to Prime Minister Raila Odinga. While this has been rubbished by the Office of the PM, there has been no attempt to get to the root of these troubles. We cannot have chaotic Government decisions informed by conflicting findings from oversight bodies. Their motives seem less than pure and their intended role in doubt when Cabinet ministers begin to object to or ignore their recommendations.
End the chaos
There are several problems to address: Conflicts between parastatal boards and Cabinet ministers on appointments; inaccuracies and differences in audits by oversight bodies; interpersonal matters at the troubled ministry and how coalition politics plays into the whole mess. In June, the PM’s office issued a circular that was meant to end this chaos. Let us see its guidelines in action.
