Dr Annan visited Moi at 3.30pm and held talks with him for about 15 minutes.
The former President and Annan, however, did not address journalists who were camping outside.
"We will not say anything today because Annan will address you elsewhere," Moi told journalists as he bade his guest farewell.
Speaking to the media after Annan’s departure, the former President urged the youth to take charge of the country’s destiny.
Peaceful country
Moi said the youth in the city should champion the rights of those in the rural areas.
"You young people have been entrusted by the people in the countryside to defend them and help them have confidence about the future and a peaceful country," he said.
A jovial Moi reiterated the need for the youth to shun tribalism.
Moi said they had left the affairs of the country in the hands of NGOs.
He cited the national land policy, which Kenyans had rejected, noting it had been brought back through the backdoor by the civil society.
"Almost 80 per cent of Kenyans are not aware of what the policy is all about, but the civil society groups are pushing for its adoption more than even the MPs who are mandated to make laws," he said.
