Tempers flared at a meeting between government officials with the Serena Team and the Committee on Management of Coalition Affairs.
Trouble is reported to started after the members of the Permanent Management committee on the coalition Affairs differed on progress status of Agenda Item 4 reforms.
The meeting dragged before President Kibaki and Prime Minister Raila Odinga as Justice Minister Mutula Kilonzo presented a brief on the status of progress.
Other ministers present at the stormy morning meeting included Deputy Prime Minister Musalia Mudavadi, William Ruto, (Agriculture) Amason Kingi (East Africa Community) Charity Ngilu (Water), James Orengo (Lands) and Assistant Minister William Cheptumo Assistant (Justice) all from the ODM wing.
Those from PNU were Vice President Kalonzo Musyoka, Foreign Affairs minister Moses Wetangula and Prof George Saitoti (Internal Security).
Members of the committee included Gichira Kibaara and Miguna Miguna, Caroli Omondi.
A section of ODM-allied ministers argued there have been no consultations on the progress on particularly the constitution and commitment to fight impunity.
The source privy to the goings on at Harambee House meeting said at one point it was a shouting match between the two sides of the coalition before the principals joined the meeting.

The source said the two sides traded bitter accusations. PNU accused ODM of being insincere and using the media to sell its agenda while the Orange party accused PNU of having several individuals who are anti-reforms and slowed down the implementation of Agenda Item 4.
The leaders differed over the resolve to fight impunity and corruption with ODM wing arguing PNU was not involving it in the key appointments nor consulting before such are made.
Later in the evening, Annan chaired the fourth review meeting of the Dialogue Team of the Kenya National Dialogue and Reconciliation (KNDR) on the status of implementation of the KNDR agreements for the period July through September 2009.
A press release issued by Portland Public Relations said the meeting discussed the findings of a report prepared by South Consulting, the research firm designated by the Panel of Eminent African Personalities to undertake independent monitoring and evaluation of the implementation process.
"The Dialogue Team undertook to address the outstanding issues and work to expedite the reforms before the window of opportunity closes," read the statement.
Public Health minister Beth Mugo joined the KNDR team to replace Ms Martha Karua who resigned from Cabinet.
