Nyanza Provincial headquarters owes Kenya Power and Lighting Company (KPLC) Sh1 million in unpaid power bills.
As a result, a number of departments have been operating without electricity in the past week. PC Paul Olando said a contractor incurred part of the bill.
"The contractor has arrears amounting to Sh430,000. When he completed work, the amount was passed to my office," Mr Olando told The Standard.
He added that the various departments have agreed to share the Sh570,000 balance.
The administrator said a meeting he had with departmental heads last week resolved that every department would have its own meter fitted.

"This will reduce conflict, as some use more power than others. We also decided the same would apply to water," he said.
Olando further said some departments would do without power, as their work does not require it.
Yesterday, Olando said departments such as immigration, agriculture and information have settled their share of arrears and KPLC had reconnected power.
The Government officially took over the multi-million shilling building from a contractor two years ago. The 16-storey building cost close to Sh400 million and its construction started in 1986.
All provincial departments are scheduled to relocate to the building before end of the year, and in the process save the Government millions of shillings in rent.
