Marende rejects Kazi Kwa Vijana audit reports

House Speaker Kenneth Marende has rejected two documents tabled in Parliament over the alleged financial scandal involving the Kazi Kwa Vijana project fund, which is under the Office of the Prime Minister.

The move comes as Prime Minister Raila Odinga prepares to address Parliament on the alleged misappropriation of the funds by officers in his office. Marende said the documents, one tabled by Deputy Prime Minister and Minister for Local Government Musalia Mudavadi, and another by Ikolomani MP Bonny Khalwale were inadmissible.

Last week in Parliament, Mudavadi tabled a document, Kenya Portfolio: Financial Management Supervision June 2011: Interim Unvalidated Report: FM In-depth Supervision 2011, similar to the one Khalwale tabled, when questioning abuse of the youth fund.

On Tuesday, while issuing communication from the Chair, the Speaker said the document Mudavadi tabled had the words-"Strictly confidential: for internal World Bank view only."

Marende said a careful study of the document had revealed that it was not signed and did not have a forwarding letter or details of the author.

"In addition efforts to access the World Bank website have been futile as it is apparently not posted," he said. The Speaker reminded members that he has on previous occasions guided MPs on the admissibility or authenticity of documents tabled in the House.

He made a similar ruling on the document tabled by Khalwale saying although structurally different from that presented by Mudavadi, it appeared to have the same conclusion on the amount of money allegedly misallocated.
