City Hall loses Sh10 million daily — Leader of Minority

Ten millions shillings is how much revenue City Hall loses daily through underhand means.

The revelations by the Leader of Minority at the Nairobi County Assembly, Ibrahim Abdi Guyo could explain why Nairobi is no longer the city in the sun.

Guyo told The Nairobian that about Sh10 million in daily revenue cannot be accounted for properly.

He attributes the loses to the abuse of the Public Finance Management (PFM) Act which stipulates that daily collections should be directly deposited first in the County Revenue Account at Central Bank. Instead, he alleges, officials put the money to immediate use without following the laid down rules.

The Act further states that money can be excluded from payment into that Fund because of a provision of the Act or another Act of Parliament, but it should be payable into another county public fund established for a specific purpose, like an emergency.

The Minority Leader claimed there was no emergency account, claiming most of the revenue is pocketed by a few privileged officials at City Hall, with the blessings of some finance officers.

“They use the money at source instead of first sweeping it into the County Revenue Account.

It becomes difficult for auditors to trail how the money has been used. Fortunately, following tough measures unveiled by President Uhuru, the thieves will now be caught,” said Guyo, adding their hands were previously tied because of lack of strong anti-graft laws.

The county treasury is supposed to administer the County Revenue Fund and no withdrawals can be made without approval of Controller of Budget under authority of the county assembly.
