CID officers in Ruiru have launched a manhunt for a nominated Kiambu MCA who is alleged to have defiled a 15-year-old. It is alleged that Jackson Njuguna Karanja lured the girl, who had visited them at Sewerage estate in Ruiru Sub County.

The nominated MCA is said to have gone into hiding. “Investigations have been completed and we will be forwarding the file to the Director of Public Prosecutions for  directions. In the mean time, we are looking for him to charge him with the offence,” a senior officer attached to CID Ruiru told The Narobian.

He revealed that they were planning to arrest him during a recent mention of his rape case at Thika Law Courts, which has been pending since 2013, but the MCA reportedly got wind of the plan and failed to show up in court.

Another team of investigators was stationed at the County Assembly in Kiambu town, but he did not show up there either. The Assembly is currently in recess for 10 days due to the ongoing devolution conference in Kisumu.

“I’m in touch with my counterparts in Kisumu and I have even sent them his photos and other details so that they can arrest him and bring him back here to answer to the charges,” added our source. The MCA was charged in November 2013 with raping a 50-year-old woman at gunpoint in a coffee plantation in Ruiru. He denied the charges and was released on a Sh200,000 bond with a surety of the same amount and a cash bail of Sh100,000.

The case is before the Thika Principal Magistrate, Stephen Mbungi. The complainant informed the court that the accused went to her home on November 24, 2013 and asked for water to drink. She alleged that the MCA asked her to deliver the water to his car which was parked at her gate. The woman claimed that as she approached the car, Karanja pulled her inside the vehicle and drove off at high speed towards Kwamaiko town.

She informed the court that the MCA physically assaulted her when she demanded to know where they were going. “He pulled me out of the car and pressed me against the vehicle as he fidgeted my trousers. I resisted and tried to run away but he drew his gun and pointed it at me. He threatened to kill me if I did not give in to his demands. He also bragged that I cannot do anything to him since he is an influential person,” she claimed.

The complainant said she finally gave in to save her life as the accused wrestled her to the ground and raped her.

“After the ordeal, he removed a bottle of beer from his car, drunk some and then told me he would use the rest to wash my private parts to conceal the evidence,” she informed the court. It was then that the complainant told the accused there was no need for that since she would keep the incident a secret.

During the hearing held before Principal Magistrate Stephen Mbungi, Karanja sat quietly in the dock as the complainant gave her account of what transpired on the material day.

Based on her assurance, the accused allegedly helped the plaintiff put on her clothes and ordered her to get back into the car. He then allegedly drove her back home, where she started screaming on reaching her gate. Her screams a attracted her domestic worker and neighbours forcing Karanja to flee.

The complainant alleged that since then, the accused has been sending emissaries seeking for dialogue to have the matter settled out of court but she has refused. The accused’s counsel made a request to the court that all parties visit the scene of crime before he presents his client’s case.
