National Police Service Commission Johnston Kavuludi orders fresh recruitment of 10,000 police, urges 2014 recruits to participate

Kenya: The fate of 10, 000 police recruits, who had been asked to report to Kiganjo Police Training College for training on April 12, is marred in confusion as different authorities continue to issue conflicting statements.

Attorney General Githu Muigai Thursday said the government is still in talks with the Independent Policing Oversight Authority (IPOA) to ensure the 10,000 recruits report for training.

However, National Police Service Commission (NPSC) said the recruits will not join Kiganjo Sunday as had been directed by President Uhuru Kenyatta.

The commission instead clarified that a fresh recruitment exercise for 2015 will be conducted countrywide on 20 April. "The 2014 recruits will not join the college. They are encouraged to try their luck in the one that will be conducted on April 20,'' NPSC Chairman Johnston Kavuludi said at a press conference Friday evening.

The Commission on Implementation of the Constitution (CIC) also joined the fray and warned the Inspector General of Police

Joseph Boinett against the inherent risks of carrying out executive orders on matters pending before a court of law.

CIC chairman Charles Nyachae warned that admission of the 10,000 recruits at the Kiganjo Police Training College would be in total contravention of the Constitution.

"We respectfully request that you consult and liaise with state agencies involved in this matter, including Police Oversight Authority, the National Police Service and the Office of the Attorney General to ensure that proposed recruitment accords with the law," he advised the IG.

President Kenyatta, after the Garrissa attack, had directed Inspector General of Police Joseph Boinett, to ensure that the recruits, who had been barred by court, to report to the training college immediately.

He had indicated that he would take 'personal responsibility' on the courts' directions.

However, the statement by Mr Kavuludi now dashes the hopes of the 2014 recruits as they cannot be guaranteed a place in the police service.
