Mr Onyino said doctors wanted the report transformed into a policy paper and have work on its implementation start.
He said the Government was aggravating the situation by using threats and called on the Central Organisation of Trade Unions and the International Labour Organisation to intervene and help safeguard the rights and privileges of workers.
